A cloud account is one AWS account, one GCP project, or one Azure subscription. If you have three AWS accounts connected, that counts as three cloud accounts regardless of how many services or resources are in each account.

Yes. You can upgrade or downgrade your plan at any time from your account settings. Upgrades take effect immediately. Downgrades take effect at the end of your current billing period.
